Oakwood & Richmondtown
Oakwood and Richmondtown are in east-central Staten Island, from the base of Lighthouse Hill to Lower New York Bay. Oakwood is mostly one- and two-family homes and garden apartments, with shops along Hylan Boulevard. After Hurricane Sandy in 2012, homeowners in low-lying Oakwood Beach were offered government buyouts so the land could become a storm buffer. The Staten Island Railway stops at Oakwood Heights and Bay Terrace, and local and express buses serve the area. Richmondtown borders Historic Richmond Town, the city's living history village and museum at 441 Clarke Avenue, whose buildings date back as far as the 1660s; St. Patrick's Church on St. Patrick's Place is a city landmark. Great Kills Park borders Oakwood to the south.
Oakwood & Richmondtown has 999 open HPD housing violations, 94 of them Class C (immediately hazardous). Inspectors issued 543 new violations here in the last 12 months. That's the 14th most open violations of 17 neighborhoods in Staten Island.

Re-checked 2026-10-12. Bay Terrace station also falls in this NTA and was added. LPC Individual Landmark Sites shows most Historic Richmond Town landmark buildings (e.g., Historical Museum at 303 Center St) in the Todt Hill-Emerson Hill-Lighthouse Hill-Manor Heights NTA, with St. Patrick's Church (2/20/1968), Seaman Cottage and Stephens-Prier House in this one, so the text now says Richmondtown borders the village rather than containing its 35-acre core.
