Hell's Kitchen

Hell's Kitchen, also called Clinton, runs west of Eighth Avenue from about 40th–43rd Street up to 59th Street and out to the Hudson River. The Special Clinton District, a zoning district created in the 1970s, protects its low-rise character, and much of the housing is older walk-up apartment buildings, generally limited to six stories west of Eighth Avenue north of 43rd Street. Larger buildings include the two 46-story towers of Manhattan Plaza on 43rd Street, opened in 1977. The C and E stop at 50th Street, and 42nd Street–Port Authority sits on the eastern edge. DeWitt Clinton Park, the Port Authority Bus Terminal and, at Pier 86, the Intrepid Museum are here.

Hell's Kitchen has 15,327 open HPD housing violations, 3,024 of them Class C (immediately hazardous). Inspectors issued 4,268 new violations here in the last 12 months. That's the 9th most open violations of 33 neighborhoods in Manhattan.

Fact-checked October 12, 2026

Station placement checked by point-in-polygon of MTA Subway Stations coordinates (daytime routes) against the 2020 NTA polygon; landmark addresses geocoded with NYC Planning GeoSearch and tested against the same polygons. Only 50 St (C E) falls inside MN0402; 42 St-Port Authority is in Midtown-Times Square, so the old 'A, C, E including 42nd Street' line was corrected (no daytime A at 50 St). Southern edge corrected from 'high 30s': 500 W 38th-42nd are in Chelsea-Hudson Yards, 300 W 40th in Hell's Kitchen. Removed the unverified 1973 date for the Special Clinton District. Manhattan Plaza facts from its article; DeWitt Clinton Park bounds from Parks Properties; Port Authority Bus Terminal and 400 W 43rd geocode inside.

“Open” counts every HPD violation not yet recorded as corrected, including old ones owners never certified, so totals can exceed the number of apartments.
