Local Law 152 Gas Piping Inspections
When your NYC Local Law 152 gas piping inspection is due by community district, which buildings are exempt, who inspects, DOB NOW deadlines, fees and fines.
7 min read · Updated
Under Local Law 152, a licensed master plumber must inspect the exposed gas piping in most NYC buildings once every four years, and the year is set by the building's community district. In 2026 the deadline is December 31, 2026 for buildings in community districts 4, 6, 8, 9 and 16 of every borough; districts 11, 12, 14, 15 and 17 are due in 2027.
One- and two-family homes are exempt. Three-family houses, apartment buildings, co-ops, condos and commercial buildings generally are not. The rules come from the Department of Buildings (DOB) and its rule, 1 RCNY §103-10.

The schedule by community district
DOB splits the city into four sub-cycles. The same district numbers apply in all five boroughs, so Manhattan CD 4, Brooklyn CD 4 and Queens CD 4 are all due in the same year.
| Sub-cycle | Community districts | Cycle 1 | Cycle 2 | Cycle 3 |
|---|---|---|---|---|
| A | 1, 3, 10 | Jan 1, 2020 – Jun 30, 2021* | Calendar year 2024 | Calendar year 2028 |
| B | 2, 5, 7, 13, 18 | Jan 1, 2021 – Jun 30, 2022* | Calendar year 2025 | Calendar year 2029 |
| C | 4, 6, 8, 9, 16 | Calendar year 2022 | Calendar year 2026 (due now) | Calendar year 2030 |
| D | 11, 12, 14, 15, 17 | Calendar year 2023 | Calendar year 2027 | Calendar year 2031 |
The rule places any community district not named in the table in sub-cycle D.
Find your community district on Roofy
Search the address on Roofy's building lookup and open the building page. The facts panel lists the community board, which uses the same number as the community district. If it shows a three-digit code such as 305, the first digit is the borough (1 Manhattan, 2 Bronx, 3 Brooklyn, 4 Queens, 5 Staten Island) and the last two digits are the district, so 305 means Brooklyn Community District 5, sub-cycle B. Then plug the district into the checker below. DOB also publishes its own list of covered properties and deadlines: search an address with the LL152 Gas Piping System Compliance tool (under Additional Tools on DOB's gas piping page), or download the LL152 Properties spreadsheet, both updated July 27, 2026.

Which buildings are exempt
- Buildings in occupancy group R-3, which covers one- and two-family homes.
- Buildings with these Department of Finance building classes: A0–A9, B1, B2, B3, B9, CM, N2, S0, S1, S2 and V; M3 buildings with two or fewer permanent apartments; and M4 buildings with 20 or fewer occupants.
- Buildings with no gas piping at all, once the owner files a one-time certification saying so (from a utility, a registered design professional or a licensed master plumber).
If DOF lists your building in the wrong class, DOB says to ask DOF to correct it. You can see your building class under “Building type” on the Roofy building page; NYC building class codes explains what each code means. Buildings with gas piping but no active gas service file a utility statement instead of an inspection, and since 2026 that statement must be filed every cycle, not just once.
New buildings
A building that received a temporary, interim or final certificate of occupancy on or after December 6, 2016 has its first inspection in the tenth year after the certificate of occupancy was issued. After that, it joins the regular district schedule.
Who can do the inspection
Only a licensed master plumber (LMP), or an individual working under the LMP's direct and continuing supervision, can inspect. Since Local Law 142 of 2025 took effect on February 22, 2026, that individual must hold a DOB journeyman plumber registration and have completed a DOB-approved training course of at least seven classroom hours. Check the plumber's license in DOB's License Search before you hire them.
The scope of the inspection and the leak-detection equipment the plumber must use are set by NYC Administrative Code §28-318.3.2, which Local Law 142 of 2025 clarified. The plumber's report must list gas leaks, worn parts that could affect safe operation, non-code-compliant installations and illegal connections. The plumber must notify DOB at least two days before the inspection, and must tell the owner, the utility and DOB immediately if they find an unsafe or hazardous condition. The owner then has to correct it under the NYC Construction Codes, including getting any required permits.

Inspection
Any unsafe condition is reported to the owner, utility and DOB right away.Within 30 days
Plumber gives the owner the report and certification
The report lists conditions needing correction, leaks, non-code-compliant work and illegal connections.Within 60 days
Owner files the certification with DOB
A certification filed more than 60 days after the inspection does not count, and you will need a new inspection.Within 120 days
Certification of correction
If the inspection found conditions, an LMP certifies they were fixed (or that more time is needed).Within 180 days
Final correction certification
Only if the 120-day filing said more time was needed.
All of this has to happen by December 31 of your sub-cycle year. If you need more time to get the inspection done, request the one-time 180-day extension before the due date. The building still has to be inspected before the extension runs out.
Penalties and violations
Failing to file the inspection certification by the due date carries a civil penalty of $5,000, or $1,500 for a three-family building. To resolve the violation you must pay the penalty and file a certification of inspection. Waivers are available only for the reasons listed in 1 RCNY §103-10(h).
Inspections can also lead to real work. A hazardous finding is reported to the utility as well as DOB, and corrections that need a permit take time. If gas service to apartments is interrupted, tenants have rights around restoring cooking gas; see no cooking gas in your building for what they can expect. Start early in your sub-cycle year so a failed inspection does not collide with the December 31 deadline.

Follow-up #7 (Apr 3, 2026): LL142 of 2025 effective Feb 22, 2026, journeyman registration, utility statement every cycle, no-gas-piping certification once, waiver process. Follow-up #8 (Jul 8, 2026): DOB NOW: Safety from Jul 27, 2026, $35/$35/$35/$375/$480 fees. Roofy building pages show Community board and Building type, as the guide describes.
