How the Local Law 152 schedule works
Local Law 152 of 2016 requires a gas piping inspection at least once every four years for most NYC buildings with gas. Your year depends only on your building's community district number, and the same numbers apply in every borough. So Manhattan CD 6 and Brooklyn CD 6 are on the same schedule. The inspection and the owner's certification are due by December 31 of your district's year.
2024 / 2028
Sub-cycle A
Community districts 1, 3 and 102025 / 2029
Sub-cycle B
Community districts 2, 5, 7, 13 and 182026 / 2030
Sub-cycle C
Community districts 4, 6, 8, 9 and 162027 / 2031
Sub-cycle D
Community districts 11, 12, 14, 15 and 17
Worked example
A 30-unit walk-up in Brooklyn Community District 6 is in sub-cycle C. Its cycle 2 inspection is due in 2026. Say a licensed master plumber inspects on October 20, 2026 and finds a corroded section of piping. The owner must file the inspection certification within 60 days, by December 19, 2026, and in any case by December 31. A certification that the condition was fixed is due 120 days after the inspection, by February 17, 2027 (or 180 days, by April 18, 2027, if the first certification said more time was needed). The next inspection is due in 2030.
If the owner files nothing by December 31, 2026, the building faces a $5,000 civil penalty. A three-family house would face $1,500. To clear the violation, the owner must pay and file the certification.
Step by step
- 1
Confirm your district and exemption
Look up your building in DOB’s LL152 property search (it lists each covered building and its deadline), or find the community district on the Department of City Planning’s website. One- and two-family (R-3) homes and certain DOF building classes are exempt. - 2
Book a licensed master plumber
Since Local Law 142 of 2025 took effect on February 22, 2026, anyone inspecting under a master plumber must hold a DOB journeyman plumber registration and finish DOB-approved training. The inspector must notify DOB at least two days before the inspection. - 3
Get the report within 30 days
The plumber must give you the inspection report within 30 days. Gas leaks or hazardous conditions are reported right away to you, the utility and DOB. - 4
File the certification within 60 days
Since July 27, 2026, certifications are filed in DOB NOW: Safety with a $35 fee. A certification filed more than 60 days after the inspection does not count, and a new inspection is required. - 5
Certify corrections
If conditions need repair, file the certification of correction within 120 days of the inspection, or 180 days if you noted that more time was needed.
Edge cases
- One 180-day extension of the due date can be requested through DOB NOW (with a $35 fee). Only one extension is allowed.
- DOB lists DOF classes M3 (2 or fewer permanent dwelling units) and M4 (20 or fewer occupants) as exempt only under those conditions.
- New owners, bankruptcy and other situations can qualify for a penalty waiver under 1 RCNY §103-10.
