HPD Property Registration: A Landlord’s Guide

NYC owners of 3+ unit buildings, and of 1–2 family homes they don’t live in, must register with HPD by Sept 1 each year and pay $13. Steps, rules and penalties.

6 min read · Updated

Every NYC building with three or more apartments, and every one- or two-family home where neither the owner nor the owner's immediate family lives, must be registered with HPD each year by September 1. Registration costs $13 a year, billed by the Department of Finance, and you also file a signed form naming the owner and a NYC managing agent.

Skipping it is expensive: an unregistered building can't bring a nonpayment case in Housing Court, can't certify that HPD violations are fixed, and faces civil penalties of up to $5,000. Here is who must register, how, and how to check that your registration is valid.

HPD can also issue an order requiring the information. Registering clears it; HPD then removes the violation administratively. For how the nonpayment bar plays out in court, see nonpayment cases in NYC Housing Court.

Posting and related filings

HPD's signage rules don't require a separate sign with the owner's name, but two required signs tie back to your registration:

  • Rent-stabilized notice (if any unit is stabilized): posted in a common area in English and Spanish, showing the building address and HPD property registration number (HMC §27-2104).
  • Serial number sign in the entrance hall, with the HPD building serial number, street address and super or janitor information (HMC §27-2107).

HPD registration doesn't replace the state's rent registration. Owners of rent-stabilized units must also register them with NYS Homes and Community Renewal by July 31; HPD notes the fine for delinquency is $500 per unregistered unit per month. See DHCR annual rent registration.

How your registration looks to the public

Registration data is public. Tenants, buyers and lenders see the owner, the managing agent and the registration dates on HPD Online, and the registration details on the building's page on Roofy. An expired registration is one of the first things a careful renter or buyer notices. Our guide to HPD registration records walks through each field, and finding who owns an LLC building shows how others use it.

Who must register (3+ units incl. hotels, co-ops and condos via the board; 1–2 unit dwellings where neither owner nor immediate family lives), annual Sept 1 deadline, updates on ownership/information changes (FAQ: within 5 days), $13 fee billed by DOF on the Statement of Account due July 1, no fee for updates, PROS + signed mailed form to Church Street Station PO Box 3888, valid only with both fee and form, 2–4 week confirmation, managing agent rules (natural person, 21+, NYC residence or office, 8 days to replace), 25% owner disclosure, no PO boxes, consequences (cannot certify violations, request dismissals, or bring nonpayment cases in 3+ unit buildings), Local Law 71 of 2023 penalties ($500–$1,500 for 5 units or fewer; $1,000–$5,000 for more than 5; $750–$5,000 false filing), $8 certified copies, Registration Assistance Unit contact, separate HCR registration due July 31: HPD Register Your Property page, 2026-10-12. Posting rules from HPD Required Signage page (rent-stabilized notice shows registration number, HMC §27-2104; serial number sign, §27-2107). HPD page does not mention notarization or a separate lobby posting of the owner name. Re-checked 2026-10-12: payment options (nyc.gov/payonline, DOF Business Center, check), "payment sent with the form delays processing", any corporate officer may sign, agent may authorize emergency repairs, valid registration triggers administrative removal of the order. Note: the HPD FAQ still lists an older $250–$500 penalty range; the page uses the Local Law 71 amounts. Removed unsourced claim that a prior owner's registration does not carry over.
