How the calculation works
Rent-stabilized rents in New York City can rise at renewal only by the percentage the Rent Guidelines Board (RGB) sets each June. The board's order covers every one- and two-year lease that starts between October 1 and the following September 30. The calculator finds the order whose window contains your new lease's start date, then multiplies your current rent by one plus that percentage.
Three recent orders were not a single flat rate, and the calculator follows their wording exactly:
- Order #52 (2020-21), 2-year leases: 0% in year one, then 1% in year two.
- Order #53 (2021-22), 1-year leases: 0% for the first six months, then 1.5% for the last six.
- Order #55 (2023-24), 2-year leases: 2.75% in year one, then 3.2% of the year-one rent in year two.
When a lease has two steps, the second step is the rent that carries forward as your legal rent.

Worked example
Your legal regulated rent is $2,000 and your lease ends October 31, 2026, so the renewal starts November 1, 2026. That date falls in Order #58's window, so a one-year renewal is $2,000 × 1.00 = $2,000, and a two-year renewal is also $2,000. Your rent does not change.
If the same lease had started on September 1, 2026, Order #57 would apply instead: $2,000 × 1.03 = $2,060 for one year ($60 more a month, $720 over the year), or $2,000 × 1.045 = $2,090 for two years ($90 more a month). One month can make that difference, so use the start date on the renewal form.
| Order | Leases starting | 1-year | 2-year |
|---|---|---|---|
| #58 | Oct 2026 – Sep 2027 | 0% | 0% |
| #57 | Oct 2025 – Sep 2026 | 3% | 4.5% |
| #56 | Oct 2024 – Sep 2025 | 2.75% | 5.25% |
| #55 | Oct 2023 – Sep 2024 | 3% | 2.75%, then 3.2% |
| #54 | Oct 2022 – Sep 2023 | 3.25% | 5% |
| #53 | Oct 2021 – Sep 2022 | 0%, then 1.5% after 6 months | 2.5% |
| #52 | Oct 2020 – Sep 2021 | 0% | 0%, then 1% |
| #51 | Oct 2019 – Sep 2020 | 1.5% | 2.5% |
If you pay a preferential rent
A preferential rent is a rent lower than the legal regulated rent. Under the Housing Stability and Tenant Protection Act of 2019, tenants paying one keep it for as long as they stay, and the guideline increase is applied to the preferential rent, not the legal rent. The owner can charge the higher legal rent only after you move out. Tick the preferential box to see both numbers, or use the preferential rent calculator for a five-year projection.
What the calculator does not include
- Major capital improvement (MCI) and individual apartment improvement (IAI) increases. These are separate from the guideline and still apply during a freeze.
- Rent reductions HCR has ordered for lost services.
- Buildings with regulatory agreements (for example some affordable-housing programs), which can follow different rules.
- Rent-controlled apartments, which use a different system.
